Sceptile was a Pokemon introduced as a starter in Pokemon Ruby and Sapphire. Sceptile received little support prior to the reveal of Greninja and Charizard, who's appearances lead people to believe that a third starter, a gr starter, would likely be playable.
Months later, the long-awaited Gen 3 remakes were revealed, causing people to believe that Sceptile was much, much more likely.
On December 9, 2015 (December 10 in Japan), Sceptile was officially revealed for Pokken Tournament.
A few days later, Bayonetta was confirmed to be the final DLC character. But Sceptile's support was already long gone (and only revived briefly for the Pokken Reveal).
