Jigglypuff and Plusze were who was going to be added according to falloffcliffman's dream.
In his dream, he dreamt of these two characters would be added to Smash Bros for 3DS and Wii U. Jigglypuff was just Jigglypuff but Plusze was actually Pichu but nammed Plusze, similar to Plusle from Plusle and Minun of the forbidden seven.
