Goku is one of the most iconic anime characters of all time, and as such, is not deserving of a spot in Smash, because he is not a video game character.
Legends say that those who disagree with Goku being in Smash come to meet a horrible end. Nobody knows who is responsible, but the killer always leaves the numbers "578" near the crime scenes.
Also he lost to Superman TWICE but blind anime fans think their precious Goku is ing Superman fused with 18 different gods from all religions and EASILY capable of beating a man that has just about infinite power. This is still less ridiculous than Superman fans.
Also Goku is apparently at parenting.
Sakurai has actively acknowledged the Goku requests before. To put it bluntly, it's not happening. OR IS IT?

During the pre-release period for Super Smash Bros. Ultimate, surprise surprise, Funimation tweeted their support for Goku in Smash. This, along with the release of Dragon Ball FighterZ, led to an upsurge of unironic requests to put the beloved Saiyan in Smash, with a ton of YouTube videos popping up about why Goku should or shouldn't be in.

- In the original Japanese, Goku (and Gohan, and Bardock, and every single male member of his family except Raditz, and Goku Black) is voiced by an old lady who makes him scream like a dying cat. This is one of the very few cases that leads to people defending an anime dub overzealously over the subbed version.
- In contrast, in the English version he has the same voice actor as Lucario.
